Shanghai Municipal Commission of Housing and Urban-Rural Development

Main responsibilities are as follows:

1. Ensure the implementation of laws, regulations, rules, guidelines, and policies related to housing, urban-rural development, and urban management. Organize the drafting and implementation of local regulations in these areas. Coordinate and lead research efforts on comprehensive, systematic, and long-term major issues pertaining to housing, urban-rural development, and urban management. Formulate major policies based on the outcomes of such research and oversee their implementation. Additionally, organize and drive significant industry development reforms.

2. Develop strategies, medium- and long-term plans, and annual plans for urban-rural development and urban management in ment with Shanghai’s overall national economic and social development plan. Coordinate the formulation of development plans for the housing, urban-rural development, and urban management sectors and ensure their implementation. Actively coordinate and balance municipal-level infrastructure construction management plans across various administrative levels. Facilitate coordination and balance in the annual project construction plans for municipal infrastructure, excluding traffic engineering projects.

3. Organize the preparation of annual budget plans for municipal-level urban maintenance projects and enhance supervision and administration in accordance with assigned responsibilities. Collaborate with relevant departments to provide guidance on the utilization of district-level urban maintenance funds. Contribute to the study of financial and pricing policies related to urban-rural development and urban management. Manage statistics and monitor and analyze economic operations within the field of urban-rural development and urban management. Oversee the financial management, management of state-owned assets, internal audit, and other related work of units directly under its control.

4. Collaborate with relevant departments to establish effective links between urban construction and land use management. Conduct feasibility studies for urban infrastructure projects in coordination with the relevant departments. Collaborate with relevant departments in the examination and approval of preliminary designs for government-invested projects. Ensure compliance with seismic regulations and standards for construction projects. Participate in the determination of major engineering projects within the Municipality. Provide guidance, organization, coordination, and promotion for the implementation and target assessment of major construction projects. Organize practical and commendable competitions for key projects in the Municipality. Coordinate the work related to the construction of urban infrastructure projects. Organize, guide, coordinate, supervise, and inspect the development work on both sides of the Huangpu River.

5. Carry out comprehensive supervision of the construction market and administer regulatory oversight for the industry. Formulate rules and regulations for overseeing the construction market and regulating all its aspects, ensuring their implementation. Supervise and administer the application, bidding, tendering, and review of construction design documents in the construction market. Manage various enterprise qualifications, practitioner qualifications, and monitor the credibility of employers and employees in the construction market. Manage construction permits for housing construction and municipal works, excluding traffic engineering projects. Develop, operate, and manage an information platform for construction market management. Conduct audits or inspections in the construction market.

6. Conduct supervision over the building materials market and administer the industry. Formulate policies for building energy conservation and ensure their effective implementation. Take charge of initiatives related to building energy conservation, innovation in wall materials, and the development and management of bulk cement. Organize research and the formulation of scientific and technological progress plans for the housing industry. Facilitate the identification, promotion, and application of new building materials. Develop an action plan to promote the development of green architecture. Drive the transformation and development of the construction industry, emphasizing the industrialization of construction methods. Coordinate and promote the modernization of the housing industry and the development of energy-saving and land-saving housing practices in the Municipality.

7. Organize the formulation, adjustment, and promulgation of engineering construction and housing design standards. Develop standards, costs, quotas, and technical specifications for public service facilities in residential areas and oversee their implementation. Coordinate the formulation of standard quotas and technical specifications for relevant urban management work. Facilitate the development of construction standards and technical specifications for village and town construction, among other areas.

8. Supervise and administer the work safety aspects of the construction industry in the Municipality, excluding traffic engineering projects. Formulate rules and regulations for construction project quality and work safety and ensure their implementation. Oversee construction participants in establishing comprehensive quality and safety management systems. Strengthen survey and design quality management practices. Manage work safety permits for construction enterprises. Supervise the quality and safety of on-site building material usage, machinery, and equipment. Manage the quality of housing construction in the Municipality. Participate in the investigation and handling of construction project quality and construction safety accidents of significant scale or above.

9. Take comprehensive and coordinated action in planning and advancing urban management-related tasks. Provide guidance, supervision, and encouragement to municipal-level departments and district-level governments in carrying out various responsibilities and implementing standard quotas for urban management. Direct the comprehensive law enforcement efforts related to urban management. Oversee the management, promotion, and coordination of urban gridding, including the construction, operation, and maintenance of the urban gridding management system. Coordinate the planning and coordination of afforestation, urban forestry, urban landscape, environmental health, water supply and discharge, and other activities that require interdepartmental coordination. Facilitate comprehensive coordination among municipal-level departments and district-level governments for promoting comprehensive urban-rural environmental governance, urban-rural ecological environment construction, and management. Coordinate matters related to “World Cities Day.”

10. Administer and manage fuel gas operations and industries. Collaborate with relevant departments to develop specialized fuel gas plans and ensure their effective implementation. Provide comprehensive coordination for the management of underground space utilization. Oversee the construction and management of underground municipal infrastructure. Participate in comprehensive planning, balance, and coordination of underground utilities and supervise the construction of underground utility projects. Manage lighting facilities on roads and in public areas. Organize or participate in the preparation and implementation of contingency plans for municipal works, fuel gas, and integrated pipelines. Organize or participate in investigations and management of relevant accidents. Coordinate emergency response and comprehensive governance for major incidents related to housing, urban-rural development, and urban management.

11. Contribute to the preparation of urban system plans for the Municipality. Guide all districts in researching and developing professional plans for suburban, town, and village facilities, as well as plans for village and town construction. Collaborate with municipal-level departments to formulate relevant policies for village and town construction. Undertake management tasks related to the formulation, guidance, coordination, and other aspects of policies for the protection, utilization, and development of famous historical and cultural towns (villages) and traditional villages.

12. Develop management rules and policies for the housing provident fund and ensure their effective implementation. Undertake the daily management responsibilities of the Shanghai Municipal Housing Provident Fund Management Commission and supervise the management, usage, and safety of the housing provident fund.

13. Organize, guide, coordinate, and supervise administrative law enforcement activities related to urban-rural development and urban management. Carry out administrative penalties for various illegal acts in accordance with the law.

14. Promote scientific and technological progress in the fields of housing, urban-rural development, and urban management. Provide guidance and oversight for vocational and technical education and training programs in these areas. Coordinate and advance information construction initiatives for housing, urban-rural development, and urban management. Collect and analyze aggregated data on urban-rural development and urban management, and develop and release industry development reports in these sectors.

15. Handle the acceptance and review of relevant administrative reviews and respond to administrative proceedings.

16. Fulfill any other tasks assigned by the Shanghai Municipal People’s Government.
